If you have xsane installed in /usr prefix you shoud have a /usr/bin/
xsane executable for it (which xsane will tell you where it is
located).
Go to your .gimp-2.0/plug-ins directory (in your home directory) and
add a symlink to the xsane binary :
cd .gnome(2.0/plug-ins
ln s /usr/bin/xsane
This will give the following symlink:
xsane - /usr/bin/xsane
For a general usage on your machine you can make the symlink in
/usr/lib/gimp/2.0/plug-ins

You have to use the latest version of xsane.
0.94 is the latest one.
