The wording about http://www.gimp.org/windows/ is kinda vague about where to get the installable help files for Windows user.
May I kindly suggest that the wording, "Note that the user manual is an extra package; make sure that you get it as well." be changed to "Note that the Windows user manual is an extra package downloadable from http://gimp-win.sourceforge.net/stable.html ; make sure that you get it as well." ?
