message I quoted made me wonder if something (like a package update) would
make uninstalling necessary.

It did indeed properly upgrade 2.82 on my 3b2itWin8.1 PC.
On my 3b2itWin7 PC however, while the install finished, the program
crashes on Startup (w/a Windows msg that the program "has stopped working"
so it will close program). I tried re-downloading the installer, same
issue.
What should I t
