Click in the image and drag out any rectangular selection 2. Change focus back to the tool options and set the origin and size 3. Change focus back to the image and hit enter I actually do this semi-routinely (but mostly with the similar dialogs for the Crop tool), in the process of composing images that are destined for web display at a pre-specified size: Using the fixed aspect ratio option lets you frame the subject decently, then cropping and resizing gives the specified dimensions.
