John: GIMP project doesn't provide precompiled development builds, so no, these builds aren't official. Some of those builds, however, were done by people close to the project (Partha, for instance) and they should be safe to use, but keep in mind that you shouldn't report problems specific of those builds (application not running, library conflicts, etc.) to GIMP developers.
