Really, the only difference between merge and flatten is the presence of an
alpha channel (vs background color) in the final result. The fastest solution
would be for the relevant export plugin(s) to have an option controlling
whether or not to include the alpha channel as part of the export.
Another possibility is that if you don't have a paint dynamics setting (even
"Dynamics Off") associated with the tool (this will be shown on the tool
options panel). Pencil/paintbrush/airbrsh are brush- and dynamics- based tools
where Bucket Fill is not.

The default behavior of the Move tool is configurable under Edit >
Preferences... (Tool Options section, I believe). I personally prefer the

Note that unlike an analog dodge/burn, digital dodge/burn tool can be
configured to affect shadows, midtones, or highlights. Check which mode is
currently active in the toolbox options and experiment to find which one works
better for what.
Also, since GIMP processes the image in RGB space,
I'm not sure I'm understanding this correctly, but in current GIMPs the actual
size of a brush is controlled through the Tool Options of the active painting
tool - the size shown in the Brush Editor is merely the default size for said
brush.

You can also perform a color-to-alpha transition (in full RGB mode with alpha
channel) by using the "color erase" blend mode (eyedrop the color to be
erased). Then you don't have to deal with the plugin dialog.

i.e. scalable to whatever desired size you want for the tool you're using. So
select a tool of interest (such as Paintbrush) and look in THAT toolbox instead

Yeah ... classic case of GIMP failing to detect the tablet upon startup. It's
a very common problem with tablets in GIMP, but at least it's easy and quick to
work around (once you know what to do).

Can you be more specific? Does GIMP detect the tablet upon startup, does it
have separate tools associated with the pen/eraser ends of the stylus, and what
exactly (if anything) does it do when you try to use the tablet with a painting
tool in GIMP?

Actually, the "Perspective Transform" tool can also be used for any combination
of scale, rotate, and shear, but it only works if you're diligent about what
the values shown in the transformation matrix mean and how to manipulate them.

About the only people who can truly help you are those running GIMP (similar
version) on Windows (preferably 10) with a same/similar brand tablet as yours
... and there probably aren't many on this list who do. That leaves the rest
of us just guessing at answers...
For starters, GIMP is

you export to such a format they will become flattened by definition; that is

We ... kind of need a lot more information about exactly what you were doing
and *how* before we can figure out what exactly was happening here.
So let's start by covering some bases:
1 - What tool were you using and what were its settings? Nominally it should
be "Normal" blending mode and
I gave it a test on my system (GIMP 2.8.22; Windows 10 64-bit, native 'Touch
Keyboard' ) and witnessed the following:
- When a GUI control has the focus (e.g. text input box in any toolbox),
everything works normally.
- When the main image canvas/window has the focus, only *character* keys
This is correct, you will need to export separate image files with each one
specifically resized to a desired physical size.
E.g. if you're sending the files at 300dpi, the 12x18" version will be
3600x5400, while the 10x15 version will need to be scaled down to 3000x4500"
