I assumed so, but it could of course have been an error in the file
that
is distributed with GIMP.
Now,
dirWINDOWSFONTDIR/dir
is supposed to work - the WINDOWSFONTDIR is a variable that is
recognized and replaced with the actual fonts directory value by
fontconfig when this library reads

Had the same problem.
Fixed it by doing this, try it, it might work in your situation too:
Search for the Gimp-file fonts.conf (without the quotes)
Make backup copy of this original fonts.conf file.
Paste this copy
