Then look for a new button in this General pane that will enable you to
launch Gimp anyway (or any other program that does this do you).

“GIMP” can’t be opened because it is from an unidentified developer.

Your security preferences allow installation of only apps from the App Store 
and identified developers.

“GIMP” is on the disk image “gimp-2.8.22-x86_64.dmg”. Safari downloaded this 
disk image today at 22:56 from www.gimp.org.
