The recent Windows installers include Python.

P.S. to all the how to install scripts/plug-ins/brushes tutorial authors out 
there: 
please do not include paths directly into your tutorials, but tell users 
where and how to find those in GIMP's preferences. Thanks.

Can you specify the url where you got the plug-in? 
This can be helpful, maybe the author has changed the menu locatrion over some 
version...

 The question is Do I open a photo (or photos)  first or open
 the plug-in first?  And ,yes, once the photo(s)  or plug-in is open,  where 
 do
 I find it on the menu as an option? In plain English, how do I get to all of
 these dialog boxes shown in the manual? 

I would have tried to click on the menu entry you found. What happens if you do 
this?

 Is it because I need to download something called  Python? 

If the plug-in you got is a python plug-in, then it wouldn't show up if you 
hadn't Pythpn installed.
The GIMP Windows installers include Python.

If you are using Linux, you'll install software via your Linux distros package 
management.

They include Python and several plugins which are useful to Photographers.

Remember, several individuals have taken it upon themselves to compile
gimp for windows/mac.  The application is not specifically built for
windows or mac, but for linux.  Why do you suppose that anyone but a
windows or mac user would write/offer manuals or tutorials *specifically*
for those platforms?  Besides, the manuals and tutorials are not aimed at
any particular platform but for the application which performs very
similarly on all platforms, at least not much different that different
versions of gimp which all act *somewhat* different.
