The Eraser tool creates transparency only if the layer has an alpha
channel (Layer>Transparency>Add alpha channel). Otherwise erasing is
like painting with the background color. Note that if you save to JPEG
or other image formats without support for transparency, transparency is
replaced by the background color as well.
