The image you downloaded is a very small image and totally unsuitable
for direct application, in gimp, go to Image->Image properties and you
see it does not match the required specification

Now that image is also 24 bit, so by and large, you are going to have
to either create your background from scratch or rescale, Image->Scale
Image (set dpi to 300, ok, then set dimensions to what is required,
ok)

But that may not be satisfactory

Starting from scratch, (ie, make your own background) you set your new
image to 300dpi by;

File->new and set size
Then select "Advanced" and set dpi

Did you read the reject notice.

They want 300dpi, you sent 61dpi! No way.

Also the dimensions are incorrect

OK, so with gimp, open a new image, 1063x615 px at 300 dpi and redo
your card

Alternatively change the mode to indexed and 2 levels.

Then change it back to rgb

Your email is formatted strangely.  Hard to read.

I think this is a good reason to do levels first.  Without doing
levels, you get a semi-transparent black, and the background shows
through.

Before levels:

Notice that the blacks are true black, not semi-transparent.  This
because you started with black, not gray.

Isn't that a good thing? Then you get a soft edge that blends well on
other backgrounds rather than a hard edge that looks like jagged crap.

I'd recommend doing Color > Levels first, then making sure the black
is as black as you want.  Otherwise if it's dark gray (not quite
black), that will translate to partially-transparent when you do the
Color to Alpha.

You could also do Color > Levels and adjust alpha layer after.  Either way.

It is easy to remove the white background in the image. Right click the 
image, then select Layer -> Transparency -> Colour to Alpha... then click 
OK. Now you can copy and paste the layer to the one with the blue background.

What you could do is go to Color > Color To Alpha > Change the color to white.

That should remove all the white.
