1. Open your image. 2. Create a new transparent layer 3. Choose rectangular selection tool. 4. Draw a selection aroind the area where you want that black rectangle. Tweak it by grabbing handles inside. Click inside to confirm this is your selection. 5. From the toolbox that is to the left of your image click on the black colored rectangle and drag it inside your selection. 6. Choose the text tool, click on top of your black rectangle and type the text you need. 7. Select this text and in the floating dialog with text settings pick a color for the text. 8. In menu: File -> Export...
Whenever you do something new, try to break your task into smaller logical steps and look for a solution. It does help.
