Many color operations do not work on the Indexed images, due to the
limitations induced by the palette.
What you need to do is to transform the image to use the RGB
colorspace. To do this open your image and in the menu use Image -
Mode - RGB

The compatibility settings are not set in gimp itself, it is a windows
setting. You right click on the GIMP shortcut, go to properties and
set it from there.

I found it! It was set to Windows 95 compatibility.

I have found the simple answer and I post it for anyone that might, like
myself, have over looked the obvious.
Ignore the Tool Box and click Select and in the Drop Menu choose From Path.
Choose the color, select the fill tool and click once on the text, you'll

Try creating a new layer filled with the colour you want and set its
layer mode to Grain Merge.
