No, it isn't. We might add it back for GIMP 2.8, if someone finds the time to do that. Until then you can read the tips by accessing the dialog from the Help menu. If you are interested in getting the tips dialog back, you should consider sending us a patch. Please contact us on the gimp-developer mailing-list if you are interested in such a contribution.
