This behaviour has been reported before, and it happens when the window manager steals the Ctrl+Drag combination; Gimp never sees the Ctrl+Drag, because the window manager gets to it first. I believe it is bug, not a feature;) Your window manager intercepts the Ctrl key then. There's nothing the application (GIMP) can do. You will have to reconfigure your window manager if you want to use the Ctrl key for GIMP.
