The warning message is correct but I admit that it is confusing. GIMP
takes the full memory size of the image into account and this includes
the undo stack. Since this can be rather confusing and may cause the
warning dialog to appear when scaling an image down, we changed this
behaviour. For more details, see bug #134512.
