I had the same problem. I installed and followed all the instructions
from the site, but the plugin did not appear at all in either 1.2 or
1.3! 1.3 didn't even have a "misc" selection in the filters. I then
installed the plugins in the main directories of Gimp with the same
result. No redeye filter available to either version.
