Since it has been indicated that keyboard shortcuts should work I just
un-installed and reinstalled and everything works fine now.

It appears to work fine here. I
Here (Ubuntu 8.04). some of the actions work when there is no image
open, and some don't.
I believe this is based on sensitivity (eg. when there is no image
open, it doesn't make sense to rotate anything)
