No, you can't share any executables between the two operating
system. At least not with reasonable effort. All you can share between
GIMP for Unix and GIMP for Windows is what is installed in the
$prefix/share directory.

The windows installer is not part of The GIMP. People who are
packaging GIMP for Windows seem to be using some flavour of general
installer.
