As an alternative to measuring you can use the corrective method of the transform tool. Either you want to rotate the picture or you want to modify the perspective. The corrective paradigm for rotation will rotate the layer/sleection the opposite way you are difining. So if you rotate the layer boundaries to the shifted scanned image, GIMP will straighten it out for you. You can do the same if the scan has an unwanted "perspective".
