It'd be a one shot deal for a poster, not something generated randomly on a website. I was thinking using layered letters and rotating each letter, but any suggestion would be helpful. You might start with one of the fonts from this category: http://www.dafont.com/theme.php?cat=109 Not a GIMP-specific solution, but some of those fonts are so distorted they look like a captcha out of the box.
