Are you talking about objects in a photo? You cannot magically swap objects in foreground and background. Foreground select tool was introduced in unstable GIMP 2.3.3 and ended up in stable 2.4. It was first implemented as a plug-in, but I can't seem to find its source code and even so I'm not sure it would work in v2.2. I'd suggest going for 2.4 or even 2.6 if possible.
