Ok, well I'm running RedHat 6.1, but I found a gimprc in the
/usr/share/gimp directory and copied it over to my personal .gimp directory.
No more tip of the day unwanted :)

Have you checked $GIMP_DIRECTORY/gimp/gimprc?
