If you select the portion of the image you want to make smaller, you can use
the Transform Tool to make it smaller. Double click on the Transform Tool
and click the "Scale" option, then you can drag on your selection to make it
smaller.
Alternately, if your drawing is in its own layer, you can use the Scale
Layer option from the layer menu.
