NPE in ZooKeeperManager if base directory cannot be created

If the base directory cannot be created, for example if running on secure
Hadoop and the user home directory does not exist, ZooKeeperManager will throw
an NPE when trying to list it. It would be better to throw an IOException with
an informative message.
