Well, you need those tools to build ANY git documentation. I just ran a
test to build git-subtree and its documentation and it went just fine.
This is not a bug.

What steps will reproduce the problem?
1. Build git from source.
2. Download git-manpages-*.
3. Install both.
4. Attempt to build and install
