    [NET_SCHED]: Eliminate qdisc_tree_lock
    
    Since we're now holding the rtnl during the entire dump operation, we
    can remove qdisc_tree_lock, whose only purpose is to protect dump
    callbacks from concurrent changes to the qdisc tree.
