    kernel-doc: fix plist.h comments
    
    Make kernel-doc comments match macro names.
    Correct parameter names in a few places.
    Remove '#' from beginning of kernel-doc comment macro names.
    Remove extra (erroneous) blank lines in kernel-doc.
