It was due to anti virus policies. I worked with IT to get the file moved
to the allowed list.
I never experienced any negative side effects with using git without the
file and  I believe it's safe to ignore.
Some programs will halt installation if it's unable to install (if I
remember correctly, vagrant was one such program).
