My quick dive into Google after I read the original post suggested that
CL is some sort of a batch job processing whatever on one of
Mainframes.  Its manuals also full of sentences mentioning
submissions.  Searching for git5 hints that certain systems had Git
1.5.x packaged with binary named git5.

I admit my guesses are no better than yours though.
