As distributed? No. I _assume_ the SCC you're talking about is the one
published by Microsoft (ref:

However, one possible "problem" is that MS has _not_ released any
public information on the protocol. In order to get it, you must sign
an NDA. So the above looks to be something which is "reverse
engineered" somehow. I don't know the Dutch law on use of "reverse
engineering" software. But if too many people do it, then MS will
likely make a subtle change to the API just to break the free software
implementations. At least, that is what I, as a MS basher, firmly
believe. So, I guess that management will need to "risk assess"
whether to do this or not. Of course, since Subversion is FOSS from
Apache, I doubt that the developers signed an NDA to put it into
Subversion either. So perhaps the risk is the same.
