This question is not really Git, but gitolite related, so a bit out of scope on this list.
I would also recommend you to read the gitolite manual, which tells you how to create a new repo within gitolite: you have to edit the config file, and push it to the gitolite server together with your key. You should never touch the repositories directory manually.
