Yup, this is what I do when sending mail to the vger list.  The arrow 
button is in the lower right of the compose window.

There is a plain text mode in Gmail that might suffice. Click the grey 
down arrow and select Plain text mode. I'm not sure if it will meet the 
requirements, but it might be worth a shot before you start installing and 
configuring an additional email client.

Personally, I'm using Sylpheed but Thunderbird would do as well.
Thunderbird defaults to producing HTML, but this can be turned off --
either completely or for the current message only.  Sylpheed defaults
to plain text.

From quick googling it turns out that Evolution can't be set to not
attach junk HTML, and Outlook, of course, exhibits the same behaviour.

Not sure about other popular software packages.
