We seem to be missing Float16 in the arms here.
**Describe the solution you'd like**
Allow Float16 to cast to and from decimals. There was an attempt made before
I believe:
- https://github.com/apache/arrow-rs/pull/4180
Though there was some concern over the overflow behaviour, so this might
need some extra consideration.
**Describe alternatives you've considered**
If this support was omitted intentionally we should leave a comment in the
source code to make it obvious.
