Can't add comments to issues after upgrading to 8.2.1

After upgrading GitLab to 8.2.1, we can no longer add comments to issues. The error stack is: NoMethodError (undefined method `megabytes' for nil:NilClass): app/models/note.rb:117:in `max_attachment_size' lib/file_size_validator.rb:47:in `block in validate_each'
