I got same problem too.
It's empty even in teams there are few ldap group teams.

I added an avatar for group and it works.
Gitorious created the folder public/system/.
I even try to set 777
But avatar for team works.
How can I debug about user avatar ?

Could it be the permissions on your public/system folder? The account
