The video-seminar will review international experience in this area and focus on several issues and country examples, such as US, Canada, Korea, Sri Lanka, Russia, India, Armenia and Brazil. The issues to be discussed are the CIO roles and competencies, national CIOs and CIO Councils, and international comparisons. The subtle balancing act among these roles, core competencies to deliver on these roles, ways to develop these competencies/modes of delivery etc as well as the important role of the CIO as the champion of e-government outsourcing to the private sector will be addressed. The fundamental differences between a traditional role of the head of Information Systems Department and the revolutionary CIO role and the resulting impact on efficiency, effectiveness and speed of e-government implementation will also be highlighted. The video-seminar will be conducted in English with a translation into Russian.
