(aka cabal) executable, but not include the library deps of cabal-install

Regardless, I think it should be the Cabal developers' job
indeed, after thinking a wee bit more, yes, it'd be AMAZING if cabal devs
made binaries visibly available to the community!
(also, it does seem like cabal / cabal-install docs aren't super
discoverable for some people)

Agreed, this would improve usability of binary GHC releases a lot, and I
don't see any downsides.
