I'm not quite clear whether you are looking for an IP controlled PDU or per server remote KVM.

There's various PDUs available, as in other replies, with per socket control. Per rack most UPS with IP can do this. Per server if no built in iLO then Lantronic Spider is traditional, new offerings coming along Raspberry Pi based but I'd only use those on my home gear.

I'm not fond of APC for UPS as their income stream IMO depends on short battery life, but their PDUs seem fine.
