https://support.google.com/accounts/answer/1350409?hl=en Lists the countries that have restrictions. They are simply prohibited from making the account, once they are old enough to create it, I do not believe there are any restrictions on what the name could be, apart from the normal restrictions

Hello, Is it true that Gmail doesn't let young users (below some age) use their own names when they open a Gmail account? If so, can their parents intervene to change the name for them, or will Google not allow anyone to change the name until the user is old enough? And how old would that be? I
