keeping me from switching to Earthlink is the fact that they recently
deregulated(I think that is the correct term), meaning that Comcast no
longer has to allow 3rd parties such as Earthlink over their lines.

I don't actually know anything about it, but the FCC doesn't require
cable companies to share access to their cable plants, so it's probably
a branding/co-marketing
