Sorry, I failed to notice that `maintainers` is a dict now. What it should be
is a list of dicts because in the current form it can only contain one
maintainer.

I'm currently working on automatically generated information about apps in the
GNOME ecosystem. In theory, the DOAP file contains information about the
maintainers. However, I don't know how

I get that. Would it be okay if I compile a list of uid->gitlab_account
mappings for maintainers and include it in a project? Their uids are public in
the DOAP files
