One thing you need to realize is that this is a really hard development task.
Without really working through the details, my guess is that getting GNOME to

Of course I meant 'flatpak' NOT a snap package. Any takers with experience

Flatpak is a distribution and sandboxing format for applications, not
for system components.
You cannot effectively sandbox your compositor: it's a privileged
system component, as it needs access to your hardware for both output
and input.
In short: there can't be a Flatpak of GNOME Shell.
