I had the same issue with Windows 10. Very slow loading and saving. I went back to 2.6 and everything was good.
Saving with 2.6 took around 8 seconds. With 3.2 took close to 40 seconds to save. I then made the window as small as I could and it would save in about 12 seconds. So based on that last message it may be repeatedly updating the window.
