I figured it out
Under: Right click on account name: Edit Account
Under Smallest fraction: I changed it to: Use Commodity Value
I had this set to 1/100, (and tried 1/1000 and 1/1 with no change).
Changing to the Use Commodity Value did the trick.

Another place to check is the properties of the security account under the
brokerage account.
