Robert Fewell discovered a missing file in the 2.7.5 installer, so yes it can't run on Windows. We have fixed this issue since the 2.7.5 release, but I'm still having issues composing a new Windows installer package. Otherwise I would have asked you to try the current nightly build. And it is
