documentations has now received a bin/wget.ini file in order to
configure things like proxy servers, user name, timings etc. This
ini-file is used only if the environment variable WGETRC is not

The GnuWin32 port of tar cannot write directly to tape. One has to create first
a tar or tar.gz archive, and then use standard MS-Windows commands (copy ?)
to copy this file to tape.
