You must use the c option for creating an archive and the f option for its name,
e.g.
bsdtar.exe -c -f yourfilename.tar
C:\path_where_your_dir_or_file_to_tar_is_located

Well, what did you expect it to do? Do you know what "tar" is? It's not
an application that has any kind of graphical user interface.
