The Managing Director, Goa State Infrastructure Development Corporation, Panjim-Goa, Sir, Sub: Information on Projects undertaken by GSIDC: We are aware that the Government of Goa, under the stewardship of the Honourable Chief Minister, Mr. Manohar Parrikar, is the Guarantor in respect of the borrowings of the Corporation from Public Financial Institutions. We are also aware that the Press has reported that the GSIDC has undertaken twenty-three (23) projects in the State of Goa relating to development of infrastructure for the Public. We have also received representations from some of our constituents as also from members of the public that various discrepancies have knowingly and with oblique/collateral motives been permitted in the process of estimation, processing, allotment of work tendered, supervision of work, and payments to contractors. As a political party, registered under the Representation of People's Act and in view of the importance of correct information in the formation of public opinion, it is requested that information may urgently be provided on the following aspects. We undertake to pay any fees/charges, if any, required to be paid. a) Please give full and complete details about the projects undertaken by GSIDC from the date of its incorporation to-date. b) Please give full and complete details about the method/process, if any, followed to arrive at the necessity of undertaking the said projects. c) Please give full and complete details about the method/process, if any, followed to arrive at an estimation of the cost of each of the works undertaken in respect of the said projects. d) Please give full and complete details about the method/process, if any, followed in the tendering process, the selection of tenders, the allotment of tender, the supervision of work, the processing of Bills and the payments with dates on which made to the successful tenderers. e) Please give full and complete details of any other aspect that you in your estimation consider necessary to arrive at a full and fair picture of the working of the GSIDC. Since the Honourable Chief Minister is also the Chairman of the GSIDC, we are addressing a copy of this communication to the CM of Goa and the Chairman of GSIDC, with a view to facilitate the quick and urgent processing of this Application, which is quite obviously and patently in the interest of the public.
