If I am not mistaken, M. Boyer (Manuel Aguiar) has already been honoured with the Goa State Award way back when Mr. Pratapsingh Rane was the CM. M.Boyer too played 'His Master's Voice' to Rane and was one of the committee member instrumental in framing and including the clause along with the then Speaker of Goa Assembly/Tiatrist Mr. Tomazinho Cardozo to honour only the Goa residing tiatrist.
